The Thrall Independent School District is governed by a seven-member board of trustees. Board members are Darrell Hall, president; Wesley Grisham, vice president; Richard Chandler, secretary; and trustees Lawrence Brown, Chris Salazar and John Ransom, Jr.

District boundaries: Boundaries are the San Gabriel River on the west and CR 619 to the south.
Transfer policies: Students who live outside of Thrall ISD may attend Thrall schools. There is no transfer fee, but the transfer has to be approved by the superintendent
